however 'Spouses forgiven by partners would escape punishment.'

a fie of $k for cheating wouldnt just affect the cheating bastard, it would effect their spouse, unless the cheating resulted in a divorce which wouldnt 'shield children from broken homes' because the home would already be broken...

in an effort to avoid the financial loss, he cheated o spouse would have to forgive their partner, and so this law has no effect
